Mr. Cesar Reyna, is one of those professionals. Well-versed in developing and implementing export and import compliance programs that help companies succeed, for the past 14 years, Cesar has worked in every aspect of the import/export arena gaining extensive experience with various U.S. trade regulations including the Export Administration Regulations (EAR), International Traffic in Arms Regulations (ITAR) and U.S. Customs regulations.
Utilizing his vast knowledge and experience, Cesar has taken his expertise to a higher level providing personal and confidential strategies through his company Trade Consulting Services (TCS) where he applies a broad range of experience to design and implement import processes and compliance programs. Thriving on opportunities to help his clients succeed, he creates internal controls, implements compliance programs as well as prepares voluntary disclosures. Whether working with larger accounts or those with smaller interests, Cesar consistently and flawlessly executes the most solution-directed import/export approaches that invariably deliver exceptional results.

Prior to establishing his own company, Cesar provided his import/export proficiency to several high profile global companies, tackling the defense, telecommunications and consumer-goods market. He successfully applied his expertise to L-3 Communications as an empowered official and as a subject matter expert at Affiliated Computer Services (ACS) as well as Pier 1 Imports. As a result of his efforts, Cesar has been credited with implementing programs that resulted in major cost savings. Known for making important strides in the import/export arena, Cesar consistently offers guidance, support and knowledge of international business practices that are second to none. Based on his experience and reputation, his clients always have the peace of mind knowing they’re in the hands of a true professional that always meets the highest standards while staying within required compliance.
Adding to his long list of credits, Cesar is a Licensed U.S. Customs Broker and holds a Masters degree in Business Administration from the University of Dallas and a Bachelor’s degree in International Business from the University of Texas at Arlington. He is also fluent in Spanish and is a proud member of the International Compliance Professional Association, as well as the Society of International Affairs and the National Society of Hispanic MBAs.
